West Yorkshire Police to reset £50m-100m tender for ERP solutions

The Police & Crime Commissioner for West Yorkshire has decided to discontinue its procurement procedure for establishing a collaborative framework agreement for Enterprise Resource Planning (ERP) and Duties Management Solutions.

A spokesperson for the Yorkshire and Humber policing procurement team told Government Computing, “The ERP procedure was discontinued to ensure that the needs and aspirations of the varied Police/Partner stakeholders are met and following a number of questions relating to the existing tender format from potential bidders, a decision was taken to cease the tender opportunity with immediate effect.”

The original tender, published in August, was intended to establish a collaborative Framework Agreement for ERP and Duties Management Solutions, including options for existing Oracle ERP related systems to be migrated to Cloud Services and to be accessible by all UK police and fire and rescue services (and any future successors to these organisations). The value of the contract ranged between £50m and £100m.

The original tender had suggested that policing in the UK must modernise, become more efficient and make the most of technology and innovation to respond to current and future demands. In order to respond to the changing landscape, it said, West Yorkshire Police had embarked upon a “far-reaching programme to transform its back office.” The ERP programme was initiated on the back of this wider ‘Fusion’ programme.

A key driver of this transformation programme would be the rationalisation of the IT systems that support this “back office” service provision. These are significant contributors to this improvement agenda, which aims to create as much self-service and business process automation as possible. To drive the transformation West Yorkshire Police said it was searching for a professional supplier to provide an off the shelf ERP solution.

It is now anticipated that a new ERP tender will be issued shortly, which will only seek cloud solutions.

The spokesperson added, “A new tender process with a revised specification and scope of requirements will be advertised shortly. In support of the Government Cloud First Policy, the new ERP Tender will seek cloud solutions only”.
